The City of Salisbury Human Resources Department, located at 132 North Main Street, accepts applications for the position of police officer all year. An application packet may be requested from the Human Resources Department by mail, in person, or by visiting our web page at:

When application packets are returned, the information is forwarded to the Police Department.  An investigation, including a driver’s history and credit history, is completed to determine if the applicant has a criminal record.  All applicants meeting minimum requirements will be contacted for further processing and scheduled for a P.T. Assessment with a P.T. Assessor. 

Following the completion of this phase of the process, the applicant will participate in a written exam, formal interview with a panel of line officers, supervisors, and members of the community.  If recommended to continue in the process, a more thorough background investigation is initiated, including previous work histories, references, etc.

Leave – Sworn officers earn 16 hours of annual leave per month for the first seven years of service.  From seven to 14 years of service, the accrual rate is 18 hours per month.  For service from 14 to 21 years, 20 hours is accrued; an employee with more than 21 years of service will earn 22 hours of annual leave each month.

Sick Leave –Sworn officers accrue 8.5 hours of sick leave per month.

Overtime – Sworn officers are non-exempt employees and are paid overtime or receive compensatory time off for hours exceeding their assigned schedule.

Life Insurance – The City provides a life insurance policy for the duration of each employee’s service. Family members are offered group coverage at reduced rates.

 Health Insurance – Free medical/dental coverage is provided to full-time employees.  Dependents may be added at a charge for selected coverage.

 

 

Once an applicant has cleared the background investigation, he or she will be scheduled to meet for a one-on-one interview with the Chief of Police who may offer the applicant a conditional offer of employment.  Prior to employment, approved candidates must successfully complete a medical and drug screening, a polygraph test and a psychological evaluation.

An applicant will be notified in writing if he or she is eliminated during any phase of the process.  Applications are kept on file for two years from the date of receipt.  

It is the intention of the Salisbury Police Department and the City of Salisbury to conduct a fair and impartial selection process for the position of police officer.

401(k)/457 – These are pre-tax voluntary retirement plans.  The City contributes 5% to 401(k) for all sworn law enforcement officers.

Credit Union – Employees may join the State and Local Government Employees Credit Union.  Online banking is available through the Internet.

 Annual Incentive – Each year, based on available funds, the City Council will grant a lump sum payment to all employees who have been on the active payroll from the prior January 1 through November 15.  This payment is made on the first Friday in December and is based on one percent of the past year’s compensation.

Retirement – City of Salisbury police officers must contribute to the State and Local Government Retirement Plan.

Applicants for police officer positions with the City of Salisbury must meet the North Carolina State Requirements for law enforcement officers.  Applicants must be a US Citizen at least 21 years of age, have a high school diploma or GED, and possess or have the ability to obtain a valid NC driver’s license.  Candidates for sworn positions must not have been convicted of a felony, certain misdemeanors or   DUI/DWI.

Residency – While there is no official residence requirement for City personnel, residence location may not adversely affect an employee’s ability to report to work on time. 

The Salisbury Police Department currently has over 100 employees, 80% of whom are sworn officers. Each officer is issued a vehicle and all  necessary equipment and uniforms to perform his or her assigned duties.  The patrol vehicle assigned to the officer may be taken home if the officer resides in Rowan County .

The Police Department has two divisions:

The Operations Division is responsible for providing preventive patrol, enforcement of laws, and response to calls for service from citizens in two police districts, within the City. The Criminal Investigations Team is also part of Operations. CIT conducts investigations of criminal activity, particularly in the areas of burglary, robbery, drug activity and juveniles.

The Support Services Division is responsible for communications, records/information management, animal control, evidence, community services, property control, training, hiring process and the Field Training Program.

Salisbury is the county seat of Rowan County in North Carolina .  The city was founded in 1753 by Scotch-Irish and German immigrants.  The current population is almost 28,000.  Rich in history, Salisbury is aggressive in restoring and maintaining it’s historic sites.  Currently, a 23-block area, which includes the downtown business district, is designated as an historic area.

  Salisbury is located between two of the state’s largest metropolitan areas:  Charlotte (approximately 40 miles to the south) and the triad area of Winston Salem, High Point, and Greensboro (located to the north).

 Nestled in the center of the state, Salisbury is just four hours from the beaches and only two hours from the beautiful Blue Ridge Mountains.


Internships are available through a short application process from accredited schools, colleges and universities, upon request.  

 

 

 

 

 

 Officers and employees are assigned work schedules that best suit the needs of the department and may vary according to the functions and  responsibilities of the unit to which they are assigned. Work schedules are assigned by the individual District Commanders and include one of these shifts:

Days shift:       6am-6pm

Mid shift:        2pm-2am

Night shift:      6pm-6am

 *Schedules subject to change as needed.

 

Sworn police officers are on probation for twelve months with the State of North Carolina .  This period runs concurrently with the initial six month orientation  period with the City.  Each employee is evaluated at the end of these six months, and is eligible for a 5 percent raise based upon a satisfactory performance evaluation.

 

 

 

 

Police officers are required to attend Basic Law Enforcement Training (BLET) before being sworn and certified.  BLET currently consists of more than 600 hours and upon completion, the officer is required to undergo at least 11 additional weeks of on-the-job training.  During this time, a recruit officer is placed with a Field Training Officer (FTO).  Upon satisfactory completion of this training, the new officer is assigned to a District Commander to begin a career as a police officer with the City of Salisbury .
