2020 Vision Statements

In order to plan for Salisbury's future growth and development, City Council has adopted the drafting of the Salisbury 2020 comprehensive plan as one of its primary goals for 1998-99.  Salisbury's physical location on the I-85 corridor halfway between the ever-expanding urban centers of Charlotte and Greensboro require that the City and its citizens properly manage its future.  Building on the successes of the Salisbury 2000 Strategic Growth Plan, the 2020 comprehensive plan will outline physical, social, and economic development strategies resulting in an effective growth management tool.

Through a series of goals and implementation strategies relying heavily on citizen involvement, the 2020 comprehensive plan will document the community's ideals and objectives for managed growth.  Public participation will be encouraged at every stage in the process from educational workshops, to visioning and developing the plan.   In order to keep our citizen's up-to-date on the process, the City will have a Salisbury 2020 page on its website including information on the process, dates & times of meetings, maps, and documents.  Currently, you can access the Salisbury 2000 Strategic Growth Plan by clicking here.

Gearing Up

In October, City Council hired a consultant to facilitate the planning process and has recently appointed a task force comprised of members from the community who will play a vital role in the drafting of the plan.

A series of lectures is planned with potential topics such as Livable Communities, Pedestrian and Transit Planning, Regionalism, Public Safety/ Neighborhood Issues, and Sustainable Development/Smart Growth. Citizens will be encouraged to attend and participate in these meetings.

The first public education meeting was held February 10 at the Meroney Theater.  An inspired crowd turned out to see Mayor Joe Riley of Charleston, SC give a presentation on "Livable Communities".  His lecture featured a slide presentation showing many of the successes Charleston has seen in public housing development, open space preservation, and urban design within an historic downtown context.

2020 Vision Month

During the "Salisbury 2020" month, the task force and citizens identified two futures for Salisbury (desired and undesired) and formulated the vision of the 2020 comprehensive plan.

A Special Town Meeting was held on May 4 at the Salisbury Civic Center to hear citizens' vision of Salisbury's future.   Results of that meeting were formulated into vision statements in various categories and were presented back to the public in a town meeting on May 25.

Also, a special Youth Night meeting was held April 27 in the Council Chambers of City Hall where Salisbury's youth also contributed their input into the comprehensive planning process.

Plan Development

The development phase of the comprehensive plan will include a growth factors analysis, policy development, and the generation of growth strategy and land development maps. These policies and maps will be presented to the public for its input and will be amended as needed. An implementation plan will be outlined and a draft of the comprehensive plan will be prepared.

Plan Adoption

City Council held a public hearing and adopted the final document on March 20, 2001.
