The Subdivision Ordinance and all other Subdivision administration functions are the
responsibility of the Engineering Department in the City of Salisbury.
Subdivision Ordinance Executive Summary: The Salisbury
Subdivision Ordinance applies to any subdivision of property within the Salisbury Zoning
Jurisdiction. Review and approval of a proposed subdivision can fall under one of four
review processes (listed in order of increasing time and expense):
- Exception Plat Review North Carolina General Statutes exempt four conditions from
a citys subdivision review authority; however, in three of the four cases, the
resulting properties must meet the established standards of the city. To avoid confusion
and/or delays to future permitting, the City of Salisbury will certify that an
"exception plat" meets City standards. Certification can be provided by City
Staff, usually on the day of submittal, for a cost of $20.
- Minor Plat Review If property is being divided into four lots, or fewer, and no
physical improvements are required to meet City Standards regarding street frontage, water
or sewer, the minor plat review process may apply. Approval of a minor plat costs $30 per
lot and has a two- to three- week turn around time. The minor plat process may be used
only once in three years.
- Conventional Subdivision Review Most residential and commercial subdivisions will
go through the conventional review process. Filing fees are $200 plus $10 per lot. Turn
around times depend upon many factors.
- Planned Development Review Projects that require City Council approval of a site
plan (certain zoning types and "Group Developments") and also involve the
subdivision of land go through a combined review process. Filing fees and turn around
