Description of Work:

Incumbent plans, organizes and supervises a crew for a specific work area within the Parks and Recreation Department Maintenance Division.  Performs a variety of technical tasks related to assigned area of responsibility.  Budget preparation, administration and management.

 

 

Recruitment Standards:

Equivalent of a 12th grade education. Associate Degree and/or professional certifications in the areas of maintenance management, pesticide applicator, landscape, horticultural science, subsurface wastewater operation, construction skills or playground inspection is desirable. 2 years progressive experience in the field with at least 1 year of supervisory experience preferred.

 

 

License:

North Carolina Drivers license or ability to obtain

JOB TITLE:  Parks Maintenance Supervisor

 

The Parks Maintenance Supervisor, under the direction of the Parks Maintenance Manager is responsible for a specific areas of  the Park system maintenance. 

 

Duties include facility maintenance, budget preparation, hands on maintenance, supervision of employees and project management

 

 

QUALIFICATIONS:

 

Equivalent of a 12th grade education. Associate Degree and/or professional certifications in the areas of maintenance management, pesticide applicator, landscape, horticultural science, subsurface wastewater operation, construction skills or playground inspection is desirable. 2 years progressive experience in the field with at least 1 year of supervisory experience preferred.

 

A valid state drivers license.

 

Ability to meet the public and to give information regarding park regulations and facilities

 

Ability to supervise construction improvement, and ability to supervise the maintenance of equipment and general maintenance of buildings.

 

Skill in working tactfully with subordinates and with co-workers from other divisions.

 

Ability to exercise mature and good judgement in evaluating pressure type situations.

 

Ability to plan, organize, and monitor staff work capacities and progress towards various maintenance projects as assigned.

 

Ability to assist and evaluate the work of subordinates.

 

Basic knowledge of budget preparation, personnel management, and administrative procedures. 

 

Ability to train subordinates and to work in a hands-on capacity.

 

Ability to present ideas and recommendations clearly and concisely, both orally and in writing.

ESSENTIAL JOB FUNCTIONS:

 

1.                  Maintenance and Operations

Responsible for a specialized area of operation within the Parks Division, including but not limited to, Athletic Facilities, Greenway, Building and Facility Construction/Repair and Park Grounds.  Establishment of work schedules, completion of repairs to grounds and facilities.

 

Requires basic knowledge and skills in grounds and turf maintenance, athletic field preparation, light construction (plumbing, electrical), and facility maintenance standards. Operation of mowers,  tractors, basic grounds maintenance equipment and small tools.  Requires written reporting, visual inspection of facilities, travel throughout the City and monitoring of contractual services.

 

Frequency

This function is required daily with varying hours that can and will include evenings and weekends.

 

Time Spent

This function requires approximately sixty percent (60%) of the employees time per week

 

2.                  Administration and Budgeting

Responsible for the daily administrative function of the maintenance section as well as the daily budget administration necessary to conduct business.

 

Requires written reports, forms, and correspondence. Maintenance Supervisor processes and monitors all expenditures, purchasing needs, and inventory to ensure daily operations.  Performs routine record keeping and ensures timely communication both orally and in writing.  Prepares annual budget for submission to the Division Manager.  Provides information for bid specifications and project estimates.

This function requires approximately ten percent (10%) of the employees time per week

 

 

3.                  Project Management

Responsibilities include submission of projects for the Capital Needs Assessment process, inspection and/or implementation of projects, and development  of operating procedures when a facility is completed.

 

The Maintenance Supervisor needs to understand construction processes, building standards and overall project management.   Ability to understand park design principles and implementation processes, that include reading of blueprints, basic construction documents, and parts diagrams.

 

Frequency

This function is performed as needed and varies depending on available funding.

 

Time Spent

This function can require five percent (5%) of the employees time when there is development in their assigned area.

 

 

4.                  Community Relations and Customer Service

Serves as front line department contact for public concerns and to provide information. Telephone conversations with the public and written communications are expected.

 

Frequency

This function occurs on a regular basis as needed.  Informal contacts are made daily.

 

Time Spent

This function requires approximately five percent (5%) of the employees time per week.

 

 

5.                  Personnel Management, Training, and Development

Responsible for the daily administration of personnel records, one to one counseling sessions with employees, establishment of training opportunities, evaluation of staff and assurance of all city policies and procedures, and state and federal standards and regulations.  Completion of daily and weekly schedules and long range planning to effectively utilize available personnel to complete required workloads.

 

The Maintenance Supervisor should have good documentation skills, be able to deal effectively with employees in both written and oral formats, and provide open communication for staff and supervisor.

This function is performed daily with varying hours that can and will include evenings and weekends.

 

Time Spent

This function requires twenty percent (20%) of the employees time per week.

 

 

MARGINAL JOB FUNCTIONS

 

The Parks Maintenance Supervisor can perform any of these functions throughout the day as they are needed.  The Parks Maintenance Supervisor must be able to perform any of the functions that their subordinates perform if necessary to complete the project at hand.

 

This position requires varied work hours to include evenings, weekends and holidays.

 

 

PHYSICAL/FITNESS REQUIREMENTS:

 

Ability to lift at least 25 lbs., good health, adequate strength and endurance to perform the work prescribed.   Most work will be performed outdoors, so employee must be able work in extreme weather conditions of heat and cold.
