BUDGET & BENCHMARKING ANALYST

 

 

DEFINITION

 

To plan, develop, direct, coordinate and monitor the City’s performance measurement system, including working with benchmarks, outcome measures, and service and program costing; and to participate in developing the annual operating budget.

 

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general direction from the Budget and Performance Management Manager.

 

Exercises functional and technical supervision over assigned technical and clerical staff.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

 

Develop, coordinate and direct a city-wide performance measurement system.

 

Develop and maintain productivity and effectiveness measures.

 

Review and analyze in detail departmental programs and operations; prepare recommendations to improve efficiency and effectiveness; conduct cost benefit, productivity, and management analysis.

 

Coordinate and assist with various special projects, including the City’s participation in the performance measurement project; provide guidance and training in developing systems and procedures to measure progress.

 

Participate in the development of the City’s annual budget; ensure that benchmarks and/or performance measures are included in the City’s annual budget, especially in the area of performance measurement reporting.

 

Recommend changes to enhance performance.

 

Perform audit of performance measures.

 

Prepare and present department-specific reports on outcomes of the benchmarking data.

 

Assist in annual budget as directed.

QUALIFICATIONS

 

            Knowledge of:

 

Principles and practices of public administration as applied to complex and involved program and budget analysis and organization and methods studies.

 

Federal, State, and local statutes and ordinances and pertinent laws applying to specific departments.

 

Local budget and fiscal policies and procedures.

 

Budget and accounting theories, principles, and methods.

 

Computers and proficiency of software applications, especially Microsoft Office software.

 

 

Ability to:

 

Analyze problems, identify alternative solutions, and project consequences of proposed actions.

 

Work independently with minimal supervisory guidance and direction.

 

Exercise independent judgment and initiative.

 

Initiate management studies and projects.

 

Establish and maintain effective working relationships with those contacted in the course of work.

 

Rapidly acquire a considerable knowledge of the structure, functions, and internal relationships of the City’s municipal administration.

 

Communicate effectively in writing and orally with peers, managers, citizens and outside agencies.

PHYSICAL REQUIREMENTS

 

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.

 

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

 

EDUCATION, EXPERIENCE AND TRAINING

 

Any combination of education, experience and training that provides evidence of the knowledge, skills and abilities required to be successful in performing the duties assigned to the job class.

 

 

Education and Experience:

 

A bachelor’s degree or equivalent from an accredited college or university in public administration, business administration, accounting or a related field and three years of responsible experience in municipal administration and/or budgeting, or a master’s degree in public administration (desire an internship in local government).

 

Training:

 

Evidence of continued professional development through advanced studies, workshops, seminars and participation in professional organizations.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, a valid North Carolina driver’s license.
