Maintenance Manager
Job Duties
DEFINITION
To provide highly responsible staff assistance to the Systems Maintenance Manager related to the systems maintenance operations function of Salisbury-Rowan Utilities.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from Systems Maintenance Manager. Exercises direct and technical supervision over Office Assistant, Inventory Control Specialist, Superintendent, Supervisors, and Technicians.
EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:
Assist Systems Maintenance Manager in organizing, directing, and managing division activities including maintenance, repair and construction of the entire water and sewer utility distribution and collection systems, excluding plant facilities.
Assist in reviewing plans and specifications for repairs and extensions of the distribution and collection systems as well as for the construction, maintenance, and repair of pump stations, tanks, and any other points within those systems.
Assist Systems Maintenance Manager in the development, implementation, and review of division goals and objectives including those assigned by SRU Management.
Assist in the development and implementation of policies and procedures for the division in conjunction with SRU Management directives.
Assist in preparing the Division annual budget. Approve and monitor expenditures authorized in the budget.
Initiate, conduct, review, and coordinate needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline, and termination in conjunction with SRU Management.
Answer questions and provide information to the public, investigate complaints, and take corrective action as necessary.
Assist in reviewing and approving State collection system permit monitoring and compliance reports.
Other
duties as requested or required.
QUALIFICATIONS
Knowledge of:
Organizational and management practices as applied to the management of water/sewer utility projects.
Principles and practices of
supervision, including training, performance evaluation, and discipline
currently used by City of
Salisbury-Rowan Utilities Standard Operating Procedures (SOPs) and policies.
Pertinent Federal, State and local laws, codes and regulations related to a water/sewer utility.
Basic fiscal and budgetary functions of a water/sewer utility.
Ability to:
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Effectively administer a variety of activities related to a water/sewer utility.
Analyze, interpret, summarize and present administrative and technical information and data in an efficient, effective manner; work with consulting engineers and contractors; communicate effectively, both orally and in writing.
Gain cooperation and consensus through discussion and persuasion.
Select, supervise, train, evaluate and discipline assigned staff.
Respond effectively to issues and concerns raised by the City Council, City Management and citizens.
Interpret and apply Federal, State and local policies, procedures, laws and regulations, related to a water/sewer utility.
Establish and maintain effective working relationships with those contacted in the course of work.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
EDUCATION, EXPERIENCE AND TRAINING
Any combination of education,
experience and training that provides evidence of the knowledge, skills and
abilities required to be successful in performing the duties assigned to the
job class.
Education: Minimum qualifications require the completion of the twelfth grade or GED. Desired qualifications include an associate’s degree or two years of course work at the community college level in a maintenance related field.
Experience: Minimum of four years of increasingly responsible experience in water/wastewater maintenance or related field and at least two years of supervisory experience.
Training: Evidence of continuing professional development through advanced studies, workshops, seminars and participation in professional organizations.
LICENSE OR CERTIFICATE
Possession of, or ability to obtain, a Class “C” North Carolina driver’s license. Desired qualifications include possession of Grade A Distribution System Operator Certificate, Grade 4 Collection System Operator Certificate, Grade A Water Meter Technician Certificate, and Cross Connection Control Certificate and/or the ability to obtain these certificates.
PHYSICAL REQUIREMENTS
Physically able to perform some
light lifting and physically able to inspect distribution and collection system
operations and coordinate construction job sites.
