To provide highly responsible administrative staff assistance to the City Manager related to the internal control and management of Salisbury-Rowan Utilities Department programs, projects and functions; to serve as Acting City Manager, when assigned.
Receives administrative direction from the City Manager.
Exercises direct, indirect and technical supervision over department heads and professional, technical and clerical staff.
EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:
Develop, organize, implement, manage and review goals and objectives for the utility including those City Council goals assigned to the utility group by City Management.
Coordinate activities with various City Departments, citizens, other governmental units, outside agencies and organizations; direct, oversee and participate in the development and scheduling of the Department’s work plan; assign and coordinate work activities, projects and programs; monitor work flow; review and evaluate completed work, methods and procedures.
Manage, supervise, review and participate in the preparation, development and evaluation of highly technical studies, reports and analyses related to water and wastewater systems.
Direct and review activities designed to forecast utility revenues, in association with the Finance Director and City Management.
Plan, recommend, coordinate, review and approve construction for treatment plant facilities, water/sewer distribution system construction and other capital improvement projects.
Ensure that the City is in compliance with all current raw water, potable water and wastewater discharge requirements established by regional, State and Federal regulatory agencies; interpret policies and procedures established by such groups.

Approve critical decisions made to resolved emergency conditions resulting from malfunctions of the water, wastewater and water/sewer distribution systems.
Supervise and participate in the development, adoption and administration of the utility’s annual budget; monitor expenditures authorized in the annual budget; monitor expenditures authorized in the annual budget for staffing, equipment, materials and supplies, review requests for modifications to the approved budget in conjunction with the Finance Director and Division Managers.
Initiate and/or monitor needed personnel transactions with Division Managers including recruitment, selection, classification, compensation, evaluation, promotion, disciplining and termination of employees in conjunction with the Personnel Office and in accordance with policies and procedures adopted by the City.
Serve as a member of the City’s Management Team; provide staff assistance, information and recommendations to the City Management related to all facets of the water/sewer utility; prepare and present staff reports and other correspondence, as needed.
Respond to a variety of citizen inquiries and complaints, some of which may be difficult and sensitive to resolve.
Participate on boards and/or commissions as required; attend and participate in City Council Meetings, Management Team Staff Meetings, IRT Interface Groups, professional associations and committees.
Perform related duties as required.
Knowledge of:
Organizational and management practices as applied to the development, analysis, and evaluation of water/sewer utility programs, policies and operational needs.
Principles and practices of organization, administration, program development, and personnel management as it relates to water/sewer utilities.
Principles and practices of budget preparation and administration currently used by the City of Salisbury.

Principles and practices of supervision, including training, performance evaluation, and discipline currently used by the City of Salisbury.
Pertinent Federal, State and local laws, codes and regulations related to a water/sewer utility.
Ability to:

Effectively administer a variety of activities related to a water/sewer utility.

Education:
A Masters degree or equivalent from an accredited college or university with a concentration of course work in public or business administration, or a related field.
Experience:
Seven years of increasingly responsible, professional experience in municipal government that includes four years of supervisory responsibility.
Training:
Evidence of continuing professional development through advanced studies, workshops, seminars and participation in professional organizations.
Any combination of education, experience and training that provides evidence of the knowledge, skills and abilities required to be successful in performing the duties assigned to the job class.
Possession of, or ability to obtain, a Class “C” North Carolina driver’s license.
