COUNCIL MEETING AGENDA

1.     Call to order.
2.     Invocation to be given by Councilman Kennedy.
3.     Pledge of Allegiance.
4.     Recognition of visitors present.

 

5.     Council to receive a presentation from the Parks and Recreation Summer Camp
        participants regarding activities and celebrations for July as Parks and Recreation Month.

6.     Mayor to proclaim the following observance:

                    PARKS AND RECREATION MONTH July 2007

7.     Council to receive a presentation regarding the Fit Community designation received by
        the City of Salisbury.

 

8.     Council to receive a presentation regarding the 2007 March of Dimes campaign for the
        City of Salisbury.

9.     Council to consider CONSENT AGENDA:

        (a)    Approve Minutes of the regular meeting of June 19, 2007.

        (b)    Adopt a budget Ordinance amendment to the FY2007-2008 budget in the amount
                 of $910,864 to appropriate funds for the June 30, 2007 annexation.

 

        (c)     Receive a petition to close a portion of Old Plank Road between Thomas Street
                 and Craige Street and adopt a RESOLUTION setting a public hearing for
                 August 7, 2007.

 

10.   Council to receive a report from Warren Miller, Fountainworks Consulting, regarding the
        results of “Salisbury-Rowan United: Creating an Action Agenda for a Safer Community
        and a Positive Future for Our Youth,” the community meeting held June 14, 2007.

 

11.   Council to consider adopting the proposed logo and plan developed by the Branding and
        Wayfinding Committee.

12.   Council to receive a report from staff regarding Henderson Street.

13.   Council to consider authorizing the City Manager to execute a Memorandum of
        Understanding for Mass Dispensing Site(s) as part of the Rowan County Health
        Department’s preparedness plan as it relates to the possibility of a public health
        crisis.

 

14.   Council to consider authorizing the City Manager to execute an Inter-Governmental
        Agreement and Agreement of Project Owner with Rowan County and Soldiers Memorial
        AME Zion Church regarding a parking project.

 

15.   Council to consider authorizing the City Manager to execute an agreement with
        Downtown Salisbury, Inc. regarding Plaza leasing.

16.   Council to receive a copy of the History and Art Trail Brochure.

17.   Council to receive comments from the City Manager:

        (a)     Planning Board recommendations and comments from the June 26, 2007 meeting.

        (b)     Update regarding House Bill 1202 authorizing the City of Salisbury to regulate
                 the demolition of structures within the City’s Historic Districts.

        (c)     Update regarding the South Square Streetscape Improvement Project.

        (d)     East Innes Street Crosswalk Demonstration Project.

        (e)     Determine dates for the 23rd Annual Future Directions and Goal Setting Retreat.

        (f)     Other matters.

18.   Mayor’s Announcements.

        (a)     Report on Metropolitan Coalition Press Conference held in Salisbury July 2, 2007.

        (b)     Other announcements.
