4.     Recognition of visitors present.

 

5.     Council to recognize Salisbury High School for receiving the Lighthouse School Award
        from the North Carolina Association for Supervision and Curriculum.

 

6.     Council to recognize Gordon Witte of Salisbury High School for his second
        consecutive North Carolina 2A Heavyweight Division State Wrestling Championship.

 

7.     Council to recognize Emma Miller of Salisbury High School for being selected to the
        adidas Academic All-American Soccer Team.

 

8.     Council to recognize winners of the Public Services Department’s Recycling Poster Art
        Contest.

 

9.     Council to recognize Human Resources Analyst Joe Eagle for receiving the International
        Public Management Association for Human Resources Specialist Certification.

10.   Council to consider CONSENT AGENDA:

        (a)     Approve Minutes of the regular meeting of March 6, 2007.

        (b)     Approve the following group development site plans:
                            •• G-06-94 McDonalds Restaurant, 1957 W. Jake Alexander Blvd.
                            •• G-21-06 Shoppes at Innes Street, 1301 E. Innes Street

        (c)    Close the intersection of North Lee Street and East Liberty Street, March 26, 2007
                from 10:00 a.m. until 12:00 noon for the dedication and open house of the new
                addition and renovations to the Salisbury Police Department.

11.   Council to consider zoning map amendment Z-02-07, White Farm Road:

        (a)    Receive a presentation from staff regarding Planning Board recommendation
        (b)    Hold a public hearing
        (c)    Issue Statement of Consistency and Statement of Reasonableness and consider
                adopting an ORDINANCE to amend the official zoning map.

12.   Council to consider approving group development site plan G-02-00 Lone Hickory
        Village, 300 Block Morlan Park Road:

 

        (a)    Receive a report from staff concerning Planning Board recommendation
        (b)    Receive public comment
        (c)    Consider taking action to approve group development site plan G-02-00.

 

13.   Council to receive a presentation from the Economic Development Commission
        concerning 2007-2008 City Budget request.

 

14.   Council to receive presentations from “special community efforts groups” concerning
        2007-2008 City Budget requests.

 

15.   Council to consider the first reading of the 2007-2008 budget for CDBG and HOME
         program funds.

 

16.   Council to consider awarding a contract in the amount of $213,830.93 to R. F. Shinn
        Contractor for the installation of gravity sewer to serve the new Shive Elementary
        School.

17.   Council to receive a report from staff regarding the Urban Progress Zone.

18.   Council to receive a presentation from staff regarding the new dog waste stations in the
        Parks and Greenway system.

19.   Council to consider appointments to various Boards and Commissions.

20.   Council to receive comments from the City Manager:

        (a)    Planning Board recommendations and comments from their March 13, 2007
                meeting.

 

        (b)    Council to receive a copy of completed FERC submission regarding Scoping
                Comments and Response to Commission Request for Study Results.

        (c)    Other matters.

21.   Council to receive public comment.

22.   Mayor’s Announcements.

        (a)    Proposed draft of the U.S. Conference of Mayor’s Climate Protection Agreement.

        (b)   The Dedication and Open House for the addition and renovation of the Salisbury
                Police Department will be held Monday, March 26, 2007 at 11:00 a.m. at 130
                East Liberty Street, Salisbury, N.C.

 

        (c)    A public informational meeting will be held March 26, 2007 at 7:00 p.m. in
                City Council Chamber regarding the annexation of the following areas: Area 1-
                Camp Road, Area 2- Harrison Road, Area 3- Hawkinstown Road, and Area 4-
                Old Mocksville Road.

 

        (d)    The Mayor’s Spirit Luncheon will be held Tuesday, March 27, 2007 at 12:00
                Noon in Council Chambers at City Hall.

 

        (e)    Dedication of the History and Art Trail “Integration” plaque will be held Tuesday,
                March 27, 2007 at 121 West Innes Street. The dedication will be followed by a
                reception at City Hall.

        (f)     Other announcements.
