Annexation is a statutory process that allows municipalities to expand corporate limits to facilitate growth and economic development.

If Annexation takes place, how would you be affected?

What about utilities?

Utility trunk lines will be extended into the area per the requirements of NC  General Statutes and the policies of the City of Salisbury.

Actual hookup to these lines are optional and available upon  request to the City Clerk, City Hall, 217 S. Main Street, Salisbury, by April 14, 2008.

Drinking water: If you currently use a well, you can continue to use it.

Annexation does not require mandatory hook-up.
 

Septic: You can continue to use your septic system.

Garbage/Recycling: Recycling bins will be distributed prior to annexation. Following annexation, the city will fund garbage collection by your current provider. If you do not currently have a collection service, one will be provided for you. A small recycling and landfill fee will be billed to citizens monthly.
 

Limb/Leaf Pick-Up: The city will provide weekly limb and leaf pick-up at no charge.
 

Schools: Annexation will have no effect on current school districts.

City Taxes:
Taxes are assessed according to the fiscal year, July 1 through June 30. Citizens will receive a tax bill in July 2008 for services provided from July 1, 2008 through June 30, 2009. The current Salisbury tax rate is $0.59 per $100 valuation.

 

 

Benefits of Annexation

Fire and Police:

911 will remain in effect. After annexation, your fire and police services will be provided by the City.            Additional police officers and firefighters will be hired to support the newly annexed area.

Following annexation, the Salisbury Police              Department, an internationally accredited law                enforcement agency, will begin responding to calls within the area.

In addition, the Salisbury Fire Department, which possesses a North Carolina Response Rating            System Class 2 Certification, will begin providing support to the annexed area. Please share this exceptional response rating with your insurance provider as it may reduce the cost associated with your homeowner’s insurance.
 

Public Streets and Street Lighting:

The City’s Public Services Department will assume the cost to maintain and upgrade many streets in this area following annexation (for a  complete street listing, please visit the link at left entitled "Street Listing". In addition, the City will assume the cost of maintenance and repair to the existing public street lighting system and the cost associated with the installation of additional public street lights, requested through petition.
 

Parks & Recreation:

The Salisbury Parks & Recreation Department is an accredited agency through the National              Recreation and Parks Association. Newly annexed citizens become eligible for the lower city                 resident rate offered on a variety of programs and special interest opportunities. Citizens are encouraged to enjoy over 500 acres of park land and greenway located throughout the city.
 

Cemetery:

Salisbury residents receive a reduced rate on the purchase of available Salisbury cemetery plots.
 

Strong Citizen involvement & Voting:

The City of Salisbury believes in providing opportunities for citizen involvement. Residents may run for City Council positions and serve on advisory boards and commissions. In addition, newly annexed citizens will be eligible to vote in the 2009 City of Salisbury elections.
