The physical storm
drainage system within the City of
Salisbury consists of a broken network
of pipes, ditches and open channels that
were installed at different times by
many different entities.
The flow of storm water travels
through both public and private
property, and maintenance of the
drainage route is the responsibility of
each respective property owner along the
route. The City of
Salisbury maintains storm drainage
systems in City-system streets and on
City-owned properties.
Maintenance is provided on an
on-call basis. The
City clears obstruction and replaces
damaged pipes and basins.
The City does not necessarily
improve undersized or eroded drainage
systems, and the City does not maintain
drainage features in State-system
streets or on private property.

National Pollution Discharge
Elimination Standards (NPDES
Phase II) intended to

water. The City must abide
by conditions of an NPDES
