Stormwater Requirements for Development
The City of Salisbury has established Stormwater requirements for new development. These are found in Chapter 9 (Environmental Protection) of the Salisbury Land Development Ordinance.

National Pollutant Discharge Elimination System (NPDES)
The National Pollutant Discharge Elimination System (NPDES) program was established by the federal government to control discharges of water pollution. The NPDES Permitting and Compliance Programs of North Carolina’s Division of Water Quality is responsible for administering the program for the state. Goals are set to improve the water quality using seven key elements of NPDES Phase II, which includes:
  • Public education and outreach
  • Public involvement (notices and hearings)
  • Illicit Discharge regulations
  • Construction site runoff regulations (erosion and sedimentation control)
  • Post-construction site runoff regulations (BMP’s)
  • Pollution prevention and good housekeeping (for municipal operations)
  • Total maximum daily load (TMDL) compliance
