 Master Police Officer Matt Benjamin


Master Police Officer Matt Benjamin graduated in 1999 from Catawba College with a Bachelor of Arts in Business Administration.

Benjamin has been serving with the Salisbury Police Department since 2001 is a general Criminal Justice Instructor and a Field Training Officer for the Department and has worked previously with the Criminal Investigations Division. He was assigned to the Traffic Safety Unit in November 2011 and currently serves the department in this role. 

He is certified in
RADAR, LIDAR, and Standardized Field Sobriety Testing and holds Basic, Intermediate and Advanced Criminal Justice Certificates through the North Carolina Training and Standards Commission.


 Master Police Officer Daniel Fleming


Master Officer Daniel Fleming holds a Bachelor of Arts in Criminal Justice from the University of North Carolina - Charlotte and joined the Salisbury Police Department in
January 2003.

Fleming worked as a Patrol Officer for five and a half years, prior to serving in his current role with the Traffic Safety Unit. He joined the Unit is January 2008.

Officer Fleming is 
Intoxmeter certified, serves as a Field Training Officer for the department, is the department's SMART trailer coordinator, a Traffic Crash Reconstructionist and has completed training relating to on scene crash investigations.


 Master Police Officer Michael Morgan


Master Police Officer Michael Morgan completed Basic Law Enforcement Training in 2002 and started his career with the Kannapolis Police Department in 2002.

Morgan has been working with the Salisbury Police Department since 2007 and was assigned to the Traffic Safety Unit in June 2010.

Officer Morgan is certified in Chemical Analysis, RADAR, LIDAR, Standardized Field Sobriety Testing, ARIDE (Advanced Roadside Impairment Detection and Enforcement) and is a Traffic Crash Reconstructionist.

 Traffic Safety Unit


The Traffic Safety Unit (TSU) is comprised of three officers that operate within the unit Monday through Saturday. 

The TSU handles all crashes including motor vehicle, bicycle and pedestrians within the City of Salisbury.  Each unit member of the  have been specifically trained in Advanced Crash Investigation and Accident Reconstruction. The TSU uses state of the art technology to reconstruct crashes to determine the actions that contributed to the crash.  Each officer is also assigned neighborhood or community projects to ensure safer driving practices. 

In addition, the TSU routinely conducts license/DWI/safety belt checkpoints and works closely with the Governors Highway Safety Program and regularly works multiagency projects. The TSU is also assigned to work all of the major events held within City limits, including 5K and bike races, parades and demonstrations.
