Captain of Operations, Tom Wilsey, was born in Cooperstown New York and moved to Salisbury in 1995. He is a graduate of Sidney High School in Sidney New York (1989), a Veteran of the United States Marine Corps (1993), holds a Bachelor of Arts Degree from Catawba College (1999) and a Master of Business Administration Degree from Pfeiffer University (2008). Wilsey holds an Advanced Law Enforcement Certificate from the North Carolina Criminal Justice Training and Standards Commission.
Wilsey joined the Salisbury Police Department in April of 1997. He served two years as a Reserve Officer and then joined the department full-time in 1999. Wilsey has served as a Patrol Officer, a Detective, as well as a Supervisor in the Criminal Investigations Division until 2008 when he became the Department’s Training Sergeant. Wilsey served as the Training Sergeant for three years until he was promoted to Lieutenant.
Wilsey believes that partnering with citizens in addition to staying motivated is the key to establishing a safe community for the City of Salisbury.
FUNCTIONS OF THE POSITION
Duties of the Captain of Operations include management of the department's Traffic Unit, Patrol Division, extra duty officers, grant research and issuance of ABC permits, parade and street closure permits and precious metal permits.
