Charlie Team Watch Commander, Lieutenant Tom Wilsey, was born in Cooperstown New York and moved to Salisbury in 1995. He is a graduate of Sidney High School in Sidney New York (1989), a Veteran of the United States Marine Corps (1993), holds a Bachelor of Arts Degree from Catawba College (1999) and a Master of Business Administration Degree from Pfeiffer University (2008). Lieutenant Wilsey holds an Advanced Law Enforcement Certificate from the North Carolina Criminal Justice Training and Standards Commission.
Lieutenant Wilsey joined the Salisbury Police Department in April of 1997. He served two years as a Reserve Officer and then joined the department full-time in 1999. Lieutenant Wilsey has served as a Patrol Officer, a Detective, as well as a Supervisor in the Criminal Investigations Division until 2008 when he became the Department’s Training Sergeant. Wilsey served as the Training Sergeant for three years until he was promoted to Lieutenant.
Lieutenant Wilsey believes that partnering with citizens in addition to staying motivated is the key to establishing a safe community for the City of Salisbury.FUNCTIONS OF THE POSITIONCharlie Team

The position of Watch Commander (Patrol Lieutenant) is responsible for the day to day patrol operations and assigning units to specific beats based on each officers expertise or experience. They are also responsible for the timesheets, authorizing annual leave related to personnel.
In addition, Watch Commanders conduct line inspections for uniforms, equipment and vehicles. They may also assign projects to officers to deal with certain crimes in a beat. Commanders may also attend community meetings to share information with the citizens and turn in monthly crime and project reports.
Other areas of responsibility include enrolling officers in schools and training and ordering additional equipment and office supplies within their approved budget.
