Street and Alley Closings
Permanent Street and Alley Closings are regulated by NC General Statutes and are administered by the City Engineering Department. A permanent street or alley closing requires a petition signed by all adjacent property owners, a $500 filing fee and survey suitable for recordation (or a previously recorded map that clearly shows the street or alley in question). The process requires public notice for four consecutive weeks and a public hearing conducted by the City Council. If the Council finds that no property will denied reasonable access and that the closure is not contrary to the public interest, Council may adopt an Order to close the street or alley. After 30 more days, the Order will be recorded with the Rowan County Register of Deeds and the adjacent property owners will be “conclusively presumed” to acquire their half of the street or alley.
