Paris has served as the City Manager of the City of Salisbury since March 20,
2012. Prior to being named City Manager, Mr. Paris served as Assistant City
Manager, Mr. Paris leads a staff of 500 employees and manages the City’s
$70,000,000 budget. He is currently the youngest City Manager in a metropolitan
city in the State of North Carolina and Mr.
Paris was named 2012 Newsmaker of the Year by the Salisbury Post .
Since becoming City Manager he has brought financial stability to
the City of Salisbury, including doubling the city's General Fund reserves,
which resulted in Standard & Poor's (S&P) upgrading the City's bond rating twice.
Paris holds a Bachelor of Arts in Political Science and a Master of Public
Administration from the University of North Carolina at Chapel Hill. He holds a
Certificate in Human Resources Management from Duke University and is a
graduate of the University of Virginia Cooper Center for Public Service LEAD
Program. He is a member of the International City/County Management
Association, the North Carolina City/County Manager Association, Rowan County
United Way and Salisbury Kiwanis Club.
