Myra Heard has served as the City Clerk since 2002. She is the only City employee appointed by the City Manager and approved by City Council and she serves as a member of the City of Salisbury’s Management Team. Ms. Heard oversees the daily operations of the Office of the Mayor and the Office of the City Manager. In her role as City Clerk, Ms. Heard works closely with City Council on matters of community interest and serves as a liaison between citizens and City government. She ensures Council is in compliance with the Open Meetings Law through proper meeting notification and documentation. She also maintains and preserves the permanent and legal records of the City, which includes all minutes of Council meetings, ordinances, resolutions, contracts and all other documents required by law. All records are maintained in accordance with the requirements of the Municipal Records Retention and Disposition Schedule maintained by the North Carolina Department of Cultural Resources, Division of Archives and History. The City Clerk also coordinates and maintains appointments to the City’s Boards and Commissions.
