CDBG Program

The primary objective of the CDBG Program is to increase the supply of decent, safe, sanitary and affordable housing within the City’s communities and to support the programs that are designed to assist low- and moderate-income families and individuals while stimulating and fostering economic growth.

The CDBG funds are received from the US Department of Housing and Urban Development (HUD). CDBG funds are used for a wide range of activities, including housing rehabilitation, public improvements, and public services. The funds must be used to support at least one of the City’s seven goals adopted in the FY 20-24 Consolidated Plan:

  • Increase Supply of Decent Affordable Housing
  • Improve Public Facilities and Infrastructure
  • Provide Opportunities for Homeownership
  • Promote Business Growth and a Robust Workforce
  • Assist Public Service Agencies Serving Community Needs
  • Affirmatively Further Fair Housing
  • Effectively Plan and Administer Community Development Programs

Every year the City creates an Action Plan and Budget to outline how the funds will be used. In Program Year 2024 (July 2024 to June 2025), the City will receive approximately $335,000 in CDBG, and will use them to support owner occupied rehabilitation, support for public service agencies, a loan to support the development of affordable housing units, and Fair Housing education.

Public Comment Period Open September 5, 2025 - October 8, 2025: 2025-2029 5-Year Consolidated Plan, CDBG Action Plan Program Year 2025, CDBG Action Plan Amendment #2 Program Year 2020.

The City of Salisbury recieves Community Development Block Grant (CDBG) funds annually from the U.S.Department of Housing and Urban Development (HUD). As a condition of receiving these funds, the City is required to develop a 5-Year Consolidated Plan and an Annual Action Plan that outlines the community development goals on which it will focus to foster decent housing, a suitable living environment and expanded economic opportunities for low- and moderate-income persions.

The 2025-2029 Consolidated Plan will be used as a framework to guide Annual Action plans that identify programs and activities that CDBG dollars will fund. The following goals have been developed to both respond to current needs, but will allow the City to be nimble in responding to future challenges.

  • Create and preserve decent, affordable housing
  • Strengthen Neighborhoods
  • Provide assistance to public service agencies
  • Effectively plan and administer programs

Included in the Consolidated Plan is a 2025 Action Plan and Budget outlining the programs and budget that the City and partners plan to implement in the first year. The Program Year 2025 Action Plan covers the period between July 1, 2025 and June 30, 2026. During this period the City anticipates receiving $342,969.00 in Community Development Block Grant funding, and $25,000 in program income. The following reflects the recommended priorities for programs and a proposed budget:

Goal: Create and preserve decent, affordable housing

  • Program: FY 2025-2026 Owner Occupied Rehab: $149,969.00
  • Program: FY 2025-2026 Affordable Rental Housing (Ford Motor City Lofts): $100,000.00

Goal: Provide assistance to public service agencies

  • Program: FY 2025-2026 Public Services: $ 50,000.00

Goal: Effectively plan and administer programs

  • Program: FY 2025-2026 Administration: $68,000.00

In 2020 the City of Salisbury received an additional allocation of CDBG-CV funding that was made available through the CARES Act that aimed to help communities struggling with impacts from the COVID-19 pandemic. Amendment #2 to the 2020-2021 Action Plan is also proposed. This amendment proposes to reallocate $60,000 of CDBG-CV funds from the Small Business Assistance project to Homeless Prevention Coordination.

The Draft Plans will be available for public inspection and comment during the period between Friday, September 5, 2025 and Wednesday, October 8, 2025, online at www.salisburync.gov/housing and at the following locations:

  • Salisbury City Office Building, 132 North Main Street, 4th Floor, Salisbury, NC 28144
  • Salisbury City Hall, 217 South Main Street, 2nd Floor, Salisbury, NC 28144
  • Rowan County Library Headquarters, 201 West Fisher Street, 2nd Floor, Salisbury, NC 28144

On Tuesday, October 7, 2025 Salisbury City Council will hold a public at 6:00 p.m. in the City Council Chambers, 217 South Main Street, Salisbury, North Carolina to receive comments from citizens regarding these plans addressing community development needs.

The regularly scheduled October 7, 2025 City Council meeting will be held in a hybrid format. Anyone who wishes to speak virtually during the hearing regarding the request must sign-up by 5:00 p.m. on Tuesday, October 7, 2025 by contacting Connie Snyder at csnyd@salisburync.gov or 704-638-5234.
